Make view settings "stick" in 2007

In Outlook 2007, I always want to see my inbox as grouped by conversation
thread.
I can do this by clicking the "arranged by" column header and clicking
"conversation." However, whenever I click to another folder and return to my
inbox, it reverts to the default "arranged byate" view, which is pretty
frustrating.

How can I configure my view so that it always shows messages grouped by
conversation thread?

Reset the view for the Inbox and try again;
View-> Arrange By-> Custom...-> Reset Current View

You might want to define a view of your own instead of creating one-off
modifications of the default Messages view for 1 (or more) folders.
For this you can use;
View-> Current View-> Define Views->New
