Make User Administrator over computers in OU

I want to make a user the administrator of the computers within an OU.

I created an new OU
Created a New User inside that OU
and then moved a computer to that OU.
I then gave the User full control over that computer.

When I login to that computer it only see's that login as a domain user.

How can I make it an Administrator over that OU only?

got any articles on how to do this specifically.?
the Restricted GP is rather vage.
I'm not sure how to set it.

Thanks Brendon, that is exactly what I was looking for a while back but was
told it couldn't be managed from AD. Thanks!
