make private folders unprivate

i accidently made my files private. i want to make them unprivate so my
brother can have access to it from his account. how do i do this? thanks.

OK, But the folder I wanted to make unprivate is on a drive I bought across
from another computer (mine) and therefore it's not in my user profile, and I
can't copy it TO my user profile...

Take Ownership of that folder. Login as Administrator from Safe mode (XP
