Major Problem This Is Big Big Big Problem

i can not open (my documents, my computer, control panel ect) and
anything else like that and i can not open internet explorer it comes
up with the same reason "Microsoft Visual C++ Runtime Library" and it
keeps saying it has to terminate in a unusual way PLEASE PLEASE PLEASE
HELP

First step: From Safe Mode, restore your computer to a point in time before
the problem started.
