maintain web site online

Myself and another person will be maintaining a FP website. Is there a way to
maintain this website online where we will not have to download the web site
to our local pcs each time we want to update the website?

If the site has the FP SE, you can both open the hosted online site in FP to edit it

When both are updating online, I suggest that one or the other Publish to
their PC on a periodic basis as back up.
