Mail will not go through to a hotmail account.

I have noticed several questions on this but cannot seem to find the answer.
We have recently setup a new Exchange 2003 server and everyone is using
Outlook 2003. Everything works great except that no one can send mail to a
hotmail account. All other outgoing messages have no trouble getting out.
When you send a message to a hotmail account you first get a message back
saying...

This is an automatically generated Delivery Status Notification.

THIS IS A WARNING MESSAGE ONLY.

YOU DO NOT NEED TO RESEND YOUR MESSAGE.

Delivery to the following recipients has been delayed.

(e-mail address removed)


After a while you get this message...

Your message did not reach some or all of the intended recipients.

Subject: Standard Carpets (Hybrid Servo Scroll machine)
Sent: 1/11/2005 10:33 AM

The following recipient(s) could not be reached:

(e-mail address removed) on 1/11/2005 9:32 PM
You do not have permission to send to this recipient. For
assistance, contact your system administrator.
<exchangeserver.com #5.7.1 smtp;550 5.7.1 Unable to relay for
(e-mail address removed)>

Can you please help with with what I need to do to fix this. Thanks!!!

The Hotmail mail server is not responsive at the time your mail server
is attempting to send messages to it. So your mail server waits awhile
and tries again. How often it retries, the intervals between retries,
and when it finally aborts the attempt, like after 4, 6, 12, or 24
hours, is something you configure in your mail server.

For questions on how to configure Exchange for delivery retries, you
should visit a newsgroup for Exchange rather than a client newsgroup.
