mail staying in outbox and not sending

I have just bought a new laptop with vista.
When I use windows mail the messages/mail stays in the outbox no matter how
many times I click on send receive.
My settings I believe are on the whole correct as on a couple of rare
occasions my mail has gone and I have received mail??
I’m with btinternet and through bt yahoo the mail is sent received immediately
Please can anyone help?

Click on Tools, then Accounts, then your email account, then Properties.
If there is no check mark in the box before Include this account when
receiving mail or synchronizing, click on this box and then Apply.
Click on OK and then Close.

Click on Tools, then Options. If there is no check mark in the box
before Send and receive messages at startup, click on this box and
then Apply. Click on Send. If there is no check mark in the box
before Send messages immediately, click on this box and then
Apply. Click on OK.

Then close Windows Mail and restart it again. If this is not
enough, you may have to delete the oldest message in the
Outbox.

Try following btinternet's instructions for setting up to use their
email servers, except under Windows Mail, not Outlook Express:
