Mail in outbox

I recently upgraded to 2007. When I use outlook at my office, I can send
emails of any size. On any other internet connection, I cannot send the mail
but the mail can be received. When I do the test emails on my email setting,
it say the outgoing STMP server cannot be found. Any ideas?

It all depends on if the mail server you use at the office is also
accessible from outside the office. Your mail admin can tell you more about
that and which settings you need to access it as they are unique for each
organization.
