I've got MS Excel 2002, and when I start recording a macro I don't
automatically get the "Stop Recording" toolbar, nor can I figure out how to
make it appear.

View | Toolbars
select the [Stop Recording]
entry in the list (needs a checkmark beside it when you get done)

And don't hit the "x" to close while recording or you will lose it again.

Always hit the "stop recording" button.
