Is it possible create a macro that opens an excel file at a certain time automatically

Yes, it is possible using the OnTime method.

You can open the file from another workbook that is running and has the OnTime
code in it.

An alternative if Excel is not running is to start Excel with your particular
file. You could use Windows Task Scheduler and a startup switch in the
shortcut to Excel to do that.
