Macro Addin disabled?

For Outlook 2003, Windows xp sp2. All of my Vba functionality is now
unresponsive, The following menu does nothing

Tools>Macros>"Mactros","Visual Basic Editor","Security"
All three of those menu items do nothing and none of my custom macros work.
i did find one solution to go
?>info>deactivated elements
but that menu does not exist

Look under Help -> About Microsoft Office Outlook and click the Disabled
Items button. The VBA Add-In may be listed there.
