LPKSetup Log Files in TEMP directory

I just noticed that I've got a slew of very similar .log files in my Vista
Ultimate TEMP directory. They're named in the format of
"lpksetup-<date/time stamp>.log". It looks like I've got two for each day
(or maybe for each boot) going back to 01/03/2007. I'm not sure, but I
think that's when I last did a re-install of Vista on this machine. The
first of each day's two logs contains:

07:50:49:266 : DEBUG: Cleaning working path in a new thread
07:50:49:391 : DEBUG: Failed to remove directory C:\Windows\TEMP\lpksetup
with error 3
07:50:49:532 : License "Kernel-MUI-Number-Allowed" queried, value: "1000"
07:50:49:704 : PERF: RestorePointEnd - ENTER
07:50:49:844 : PERF: RestorePointEnd - LEAVE
07:50:49:954 : DEBUG: Cleaning working path in a new process

The second of the two contains:

07:50:50:204 : DEBUG: _wsetlocale returns: English_United States.1252
07:50:50:360 : DEBUG: Cleaning working path in the calling thread
07:50:50:485 : DEBUG: Failed to remove directory C:\Windows\TEMP\lpksetup
with error 3
07:50:50:610 : PERF: RestorePointEnd - ENTER
07:50:50:735 : PERF: RestorePointEnd - LEAVE

I suppose this could be normal activity (though why it would be trying to
install an English language pack on my English language machine is beyond
me). But, I worry about that 3rd line in each file:

DEBUG: Failed to remove directory C:\Windows\TEMP\lpksetup with error 3

There IS no lpksetup directory in my TEMP directory. So, either it is
succeeding in removing it or that's why it appears to be failing. Can
anyone shed some light on this?
