Lost toolbar

I have a user who still runs Outlook 97. When he clicks on the button
in Outlook to compose a new message, he is missing the toolbar with the
Send button on it. I have tried reinstalling, uninstalling, rebooting
and reinstalling, and I have tried finding a "reset usage data" setting
like the newer versions of Outlook have, but I can't seem to figure out
how to get the toolbar back. Any suggestions out there? Thanks a million!

And it has a properly configured account? Tried renaming outcmd.dat to
outcmd.old already?

Hi Roady, thanks for the reply. Yes, his account is configured
correctly. I have tried searching his machine for the outcmd.dat file
and cannot find it, even with search hidden files and folders enabled.
Any other suggestions? Thanks again.

One more thing, I should have probably mentioned that the operating
system on this machine with the problem is NT4 sp6a with all latest updates.
