Lost my programs, please help

Computer battery died and when I plugged it and turned it on, it seems to
have lost its programs. I don't have a backup because I don't know how to
make one and if I did I wouldn't know what to do with it. The programs from
what I can tell are still in parts of my computer like add/remove programs
but not on the start menu nor the desktop where I accessed most of them.

Your programs are stored on the hard drive and would not be lost when a battery died.
But you are going to have to give us more information to get help here.
Remember, we cannot see your computer.

First is your computer a laptop? What is the make and model of your computer.
Second. What do you see when you start your computer? Be detailed.
Do you get a log-on window? What do your see in your START menu?
What do you see on your desktop?

Hello,

Try restoring your system to an earlier date using System Restore in safe
mode. See http://support.microsoft.com/kb/306084 ( How to restore Windows XP
to a previous state) for a detailed guide on how to do this

Note that when you do a System Restore, you will lose configuration changes
that you did from the point that your restored to. So if you had installed
any new software, it will be affected.
