Lost control over UAC

I can neither enable nor disable UAC.
Vista Home Premium SP1 - single user – Administrator account.
In the Control panel applet, the UAC check box is unchecked and I can’t
alter that by checking it (I can check it, but it doesn’t stay checked).
Security Center says that UAC is enabled and I get the normal permission
prompts.
But, IE7 runs in “Protected Mode: Off†even though “Enable Protected Modeâ€
in Options is checked.
HELP!!

I found the solution at Vista64.com. (It also works for 32 bit Vista).
I'm posting it as it might help others with the same annoying glitch.

From the Start Menu, search for and the run msconfig. On the Tools tab,
select Disable UAC; click Launch. A command line box will appear to confirm
the action.
Follow the prompt to restart and use the Control panel applet to enable (or
disable) UAC.
