Loopback GPO not applied

Hi guys,

Here a OU named 'TestOU', containing a Win2K terminal
server named 'TestServer', And create a GPO which I enable
the Loopback GPO and randomly set some of the properties
in the user admin template part. And when I logon that
server, the loopback GPO does not work. Why??????

Create some computer setting and see if they are applied.
We need to first know if any setting are applied.

Userenv debug logging may help as well.
