Looking for staff activity monitoring tools

What are the available utilities that monitor staff activity?

The main type of output required is how much time they spend
interacting with programs windows and the names of the programs.

In the case of websites there is a need to check what websites the
spend the most time on.

A hardware monitor is quite out of the question. It is small company
with 3 office employees.

The main purpose is to find out what programs they are working with
most of the time and to ensure that they are not spending too much
time online.

How about the main office work, not the surfing bit.
