looking for ie skin / moz skin editor or web browser creator

i want to create an ie or moz skin which only shows buttons in want the user
to have (maybe not address bar) and enable or disable adding bookmarks. is
there such a program that'll work with Windows XP ?

Why not have a look at Opera?

I've been using 7.01 for two weeks now and am hooked.

It is massiveley customisable, both in terms of display and security.
There are loads of skins, some of which are agreeably silly, eg:
caveman icons :)
This is what I would be looking at if I was wanting a kiddie browser..

BTW, now that I am in JC's k/f, I can mention in passing that the best
kiddie mail client is Agent. I spent a while recently trying to find a
mail client for an eight yr old before settling on Agent. Five or six,
widely spaced icons and she is mailing like an oldbie...

yea,but where ? not all ext have been updated.
