Looking for app to turn list of file names into HTML menu

Is there an app that would read a list of filenames in a given folder
and turn that list into an HTML menu one could click to invoke?

I have a number of text (and other document files...PDF, DOC, etc.)
that I'd like to be able to open from an HTML document that I could
create and drag to a folder on my Programs menu.

Does such an application exist?

That's the last version that's free for *everybody* (current version is
free for personal use). I checked the Winsite link on that page - it's
the current version, not v 0.7.2

maybe I'm missing something?

Registration
Directory Lister is a shareware application. You can try it for 30
days, and after that time you are expected to register it. A single
license costs $20, additional licenses costs less per copy.
However, "if you want to use this application at home on your personal
computer solely for non-commercial use then you can do it
free-of-charge". A commercial use here is anything related to your
professional life, even if you want to do it at home.
