Looking for a MS download about restricting users privligaes

A few months ago there was a MS download regarding configuring Windows XP for
restricted users. It was supposed to be an easy way to restrict , e.g. kids,
from messing with system settings. I can't remember what the product was
called.
Does anyone kmows what I'm referring to ?

You are probably thinking of the Shared Computer Toolkit. I wouldn't say
it was dead easy, but it is useful on XP Home machines which don't have
the ability to set permissions and rights with Group Policy. You can
also take a look at MVP Doug Knox's Security Console.

Both utilities are free.
