Looking for a "Draw" program

The Macintosh, from its inception, has contained a Paint and a Draw program
(2 separate programs). Paint is the same as the PC Paint program. Draw is a
program that treats each line, curve, circle, etc. as a separate object.
This allow you to move or resize any part of a drawing without erasing and
repainting. Does such a program come with the XP operating system. Is there
a free one available?

Xfig(http://www.xfig.org/) is very powerful, quite versatile and
absolutely free (GPL IIRC). But installing and using Xfig is not for the
faint of heart!

Once you get used to it, you will never want to use anything else.
