Hi JCW

I hope to have understood your problem correctly. Basically you are
saying that the themes are not showing up (i.e. taskbar is not blue,
etc..)

There are two things to check, if this is the case.

1- Click on Start>Run, type 'services.msc' and click 'OK' (or press
enter). This is the list of background services running on your
machine. Look for a service called 'Themes' under the 'Name' column.

Once found, right-click and select 'Properties', which in turn should
pop up a window. Half way down the window is a drop-down called
'Startup type'. Ensure that this is set to 'Automatic'.

Below it, click the 'Start' button.

Once the above is done, right click anywhere on your desktop and
select 'Properties'. In the window that appears, under 'Theme',
select 'Windows XP'. Click on 'OK' and you should be done.

I hope this helps.
