associate his logon to correct name c:\~\username\

Does the user have full NTFS permissions to his profile folder (which I
assume is "c:\documents and settings\username"?

You may not be able to - if the original profile has been corrupted in some
way - it will just keep creating a temp profile.

Rename the old profile directory, reboot and log on as said user and then
copy the "My Documents", "Favorites", "Desktop" and other files that the
user created themselves over to their new profile directory from the old.
Do not copy everything, do not copy the NTUSER*.*, only copy what the user
created themselves.
