Logon Fails

We are using Citrix XP on a Windows 2000 Server. There
is only one user that is having problems logging on. I
am recieving error 1000 from userenv. The are:

RegLoadKey failed. Return value Access is denied. for

Settings\Application Data\Microsoft\Windows\\UsrClass.dat.

I have verified the permissions are correct on the
roaming profile directory and each citrix server. I
tried creating the root folder for the roaming profiles
and letting Terminal Services create it upon logon. The
folder is created, but never populated with files or sub
folders.

The Default User folder exists and the appropriate
permissions exist.

Any suggestions would be appreciated.

EventID 1000 with Source Userenv is a very common one. Have a look
