Login Prompt and Background

As in Windows 2000, the wallpaper displayed when nobody is logged in
is controlled by the environment variable
HKEY_USERS\.DEFAULT\Control Panel\Desktop\Wallpaper
in Windows 2000 this wallpaper is shown behind the login prompt,
while in Windows XP it vanishes as soon as the login prompt
"To begin, click your user name"
is displayed. The Windows-2000 style login prompt may be displayed
by hitting Ctrl-Alt-Del.

How can I either
- choose the bitmap shown behind the login prompt?
or
- show only the Windows-2000 style login prompt?
