login porblem 0x01520002

All administrators can login without problem but all other users get error
message upon hitting the enter key or the arrow icon.


The error message looked like "Windows explorer Failed to initialize
properly. ..Error code 0x01520002


this is on an xp pro standalone PC.

replacing ntuser.dat and log with default user's model does not help..

your help and much appreciated. thank you
