Locking toolbar down

I have Adobe Acrobat Standard 7.0 installed with the option to integrate into
MS Office. For all Off apps except Access, the Acrobat tool bar stays in one
place and I can lock the toolbars. In Access, the Acrobat toolbar will not
stay in one place and I can find no option to lock the toolbars. Acrobat's
toolbar will create a new "row" whenever I open a window in Access.
Is there any way to prevent this behaviour?

I could be wrong, but I don't think there is any current solution for that.
I have to deal with a similarly irritating behavior with an extension
toolbar that plugs into VB.
