Locked Out! Help!

I just upgraded to Office 2003 & Access 2003. My 2002 database, which I run
from my local machine, has never had more security than a password. When I
logged on with PW/Shift, it behaved as if I were not the Administrator and I
could not see my toolbar. (Others do have access via network occasionally,
which is why I turned the toolbar off for non-administrator users.) I tried
"joining" my own User Group, but that made no difference. Then I tried
creating a new Group, and NOW I can't even use the dbf, which I need to use
ASAP. HELP PLEASE!

Solution found! Un-install 2003 and re-install 2000. It is obvious,
especially considering the other posts to this group, that 2003 is an example
of cops run amok. Lesson learned...

Well I for one don't understand. I've not had a problem with going from 2k
to 2k3 with both secure and non-secured apps.
