Locked Master Document

I have inherited the task of upkeep on a 1500 page document. There
are about 15 subdocuments to the master document. I am trying to
insert a subdocument between 2 other subdocuments but the "Insert
Subdocument" button is greyed out. When I hit return to make a space
between the two existing documents it says "This command is not
available because the document is locked for edit." I think the
master is locked and not the subdocuments. The "Lock Document" is
also greyed out. Please Help.
