Lockdown Terminal Client dsktop but Not Local Desktop?

Hello, how do I lockdown Terminal client desktop session without effecting
the user's local desktop? The Terminal server and the user's workstation are
all part of the same Domain. I want to set up the Terminal session so that
user only has access to a few shortcuts and on the user's Local desktop users
would have access to all. Thank you very much.
