Lock up during Start up

I recently installed windows xp home edition upgrade. I am now having a problem where there is a quite often a lock up at the windows xp page. I am talking about the page where the green led lights are running across the bar. the lights will run across several times and then lock up and I have to re-boot when it doesnt lock up there is a microsecond slow down almost as if it is about to hang but then ist continues and windows will load normally. I have gone into safe mode and restrted with no difference. sometimes it works sometimes it doesn't
Any ideas????????
 
Bruce, how old is your system? Power Supply in good shape?

system is 3 years old. Power supply seems to be in good shape.

256 MB ra
20GB hd driv
ATI 9500 pro graphics car
all drivers updated and newest BIOS flashed
