Locate link browser

I installed Firefox a while ago and then decided to go back to IE.
After uninstalling Firefox I get a 'Locate Link Browser' window
whenever I open a hyperlink in MS Outlook 2003.

I have tried every solution I could find but they all seem temporary!
The moment I restart the problem starts again.

I'm desperate for help, it is driving me insane!

Did you enter the path to IE in that browser window?

Do you have Icon Packager installed?

Remove the checkmark by "rebuild shell icons" - reboot.
