Local Computer Group Policy

I'm trying to lock down different areas of Windows XP by using the
Administrative Templates. (I.E. hide c: remove control panel...) But when I
do it, it applies to all users including administrators. Is there a way to
exempt administrative accounts so that the Group Policy doesn't apply to them?

workgroup setting in Windows 2000 -

Should also be applicable to XP.

I tried these and can't seem to get them to work. Sorry, I probably should
have specified I am in a domain environment not a workgroup environment.
