Loading Monitoring DLL (EIO.dll)

I am getting an error message Loading Monitoring DLL(EIO.dll) Program Fails!
Aborts, everytime I turn on my PC and windows is running. Everything works
ok but every time boot my PC that message shows up and it's like having a
splinter in you finger; i want to get rid of it. thanks

Do you have smart doctor?This dll is associated with the smart
doctor.Uninstall that program,it will solve the problem.
