Windows Vista Loading a CD / DVD

I have a Toshiba Satellite Laptop which runs on Vista and for ages I have been unable to run CD or DVDs when I put them in. It makes the noises but nothing happens.
Sometimes I am able to use the Cd from clicking the F drive icon but somethimes I am unsure which file to pick to run the CD.

It seems to be the auto run facility that doesnt work. Can anyone help please. I am not very Pc literate so simple easy instructions please!!
