Live Messenger needs IE?

trying to get into Live messenger (8.5 beta) it tells me that as Internet
Explorer is set to off-line i cant sign in. So it IE a requirement to
have/use Messenger? Currently i have no need (as far as i know) to have IE
online

It sure does. Not only does it use it for the ad window, tabs, and the third-party content
sites, but also it uses the same WinInet interface for connectivity purposes (this is the
same as Internet Explorer and many other Microsoft products use).
