links within outlook 2003

all of the sudden i can no longer open any links within outlook. when i
click on a link i get the following baloon: this operation has been
cancelled due to restrictions in effect on this computer. please contact
your system administrator.

i'm the only person using this desktop. it's in my office in the house.
help!!!
