Hello Eric,

This is a fairly common problem, so I'm surprised the folks over in
the Outlook Express Newsgroup couldn't get it sorted. This is my
routine for this condition. You will probably have done at least some
of them already:

Do each of these in turn. Check your links in Outlook Express after
trying each solution.

If any of these have proven successful, go to Internet Options-
Programs and uncheck the box 'Internet Explorer should
check....default browser'.

1. Check that no other browser is set as the default browser.

2. Open Internet Explorer.
Click on the Tools menu, click Internet Options, and then click the
Programs tab.
Ensure that the 'Internet Explorer should check to see if it is the
default' check box is checked, click Apply, and then click OK.
Close Internet Explorer, re-open Internet Explorer, and then click
'Yes' when you receive the following prompt.

"Internet Explorer is not currently your default browser. Do you wish
to make it the default?"

3. If you have installed and/or uninstalled another browser, go to
Internet Options->Programs and click on the 'Reset Web Settings'
button.
Reboot

4. Go to Control Panel => Folder Options => File Types. Look for the
following 4 entries near the top of the listing:
URL:File Transfer Protocol
URL:Gopher Protocol
URL:HyperText Transfer Protocol
URL:HyperText Transfer Protocol with security

Do the following for each one on turn:
Click on 'Advanced' and then 'Edit'.
If necessary, re-type (or copy/paste) each of the two top dialog boxes
to read as follows (check twice that you've got it right):
Action: open
Application used to perform action: "C:\Program Files\Internet Explorer
\iexplore.exe" -nohome
Include the quotation marks and a space before the -nohome switch.
Check the 'Use DDE' box and, if necessary, type the following in each
box:
DDE Message: "%1",,-1,0,,,, {no spaces, and include all the commas -
there are 6 of them}
Application: IExplore
DDE Application not Running: leave this box blank
Topics: WWW_OpenURL

Click OK and Close
Repeat for the other File Types listed above.
Reboot.

5. Go to Start->Run and type in
regsvr32 urlmon.dll
There is a space after regsvr32
Reboot when the routine finishes.

6. If this option looks too complicated, just skip it.
Go to Start->Run and type in "regedit" {without the quotes]
Verify that the following registry values are present and correct:

HKLM\SOFTWARE\Classes\Interface\{00020400-0000-0000-
C000-000000000046}
Name: (Default)
Value: IDispatch

HKLM\SOFTWARE\Classes\Interface\{00020400-0000-0000-
