Limited users cannot access Net Passport features

I'm new to XP (Home Edition). The administrator account can access hotmail
and other Net Passport features and all other areas of the web. The limited
user accounts can sucessfully go anywhere on the web EXCEPT Net Passport
(Hotmail). How can I enable these users, short of switching them to
administrator accounts? Thanks.

Optimizing IE option which will enable to browse hotmail.

1-clean cache, cookies
2-restore IE to default
3-check security and privacy
go to www.hotmail.com > sign the term of agreement> able to sign in

4-go to www.passport.net > verify the settings.
5-check date and time settings> change to correct timezone.
6-add the trusted site
www.msn.com
www.hotmail.com
www.passport.net

Thank you for your response. I tried all of your suggestions but had no
success. When I am in a limited user account and go to an MSN site in the IE
brouser everything is fine and when I click on any of the choices such as My
MSN Hotmail or any others, I then go to the sign in window and enter my
hotmail address and password the next screen is the is the HTTP 404 " The
Page Cannot be Found" screen. If I enable the same user account as an
administrator account and do everything else the same imediately goes to
hotmail or My MSN or whatever is chosen.
