Limited user accounts acting as Administrator user accounts

when I create a new limited user accounts it allows all the permissions that an Administrator user account can do. I can actually be logged in as a limited user account and access the administrator files under the Document and Settings folder with no problem. I do not want Limited users the ability to access Administrator's Favorites, desktop, etc folders. The default settings say that the limited user account is not to be able to install programs. Well right now they can. Did i change the default settings some how? Any help?

Are you sure that your XP is installed into an NTFS drive
instead of into FAT ??
