Limited account internet access problem.

I have to setup up a limited account for my kid to play online games and run
messenger live. But recently, after i had to recover the windows xp home
edition, the new limited account couldn't access internet "freely".

The limited account couldn't sigin in messenger live 8.0, and ie(6.0)
couldn't sign in the web messenger either, besides, ie couldn't access
hotmail.com and www.gmail.com, it seems the internet connection has got
limitation. Althougn ie can visit certain amount of websites.

If i change the limited account to admin type, everything is fine.

And another interesting thing is: when i logon as a admin, then log off and
logon with the limited account, everything is fine, but if i logon with the
limited account directly after reboot, things will happen again.

why i re-install windows xp: I run an anti-malicious software a week ago, It
caused the limited account couldn't run the mediaplayer, after i failed many
times to fix it, i had to run system recovery to what it was when i bought
the computer (HP Pavilion), and recovered the windows xp (home edition sp2)
system (some applications are still there), then i updated online, then
created new accounts, then found this happened.

I tried many ways I searched on the web, but didn't solve the problem.

I tried to run the followings:
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll

under admin account, all succeeded,

under limited account
regsvr32 wintrust.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

failed, and said 0x8007005 or 0x8004005 error

Any 1 can help me?

I need help with this too. I dont want my brother installing programs but I
dont mind him on live messenger. What do I do? He's been bugging me about
that hes been using web messenger for the past 2 months.

i'm also having this problem. Got 3 kids and they all use messenger but can't
log on when they have limited accounts. i also use Mcafee privacy service for
parental controls but don't think this is causing the problem. HELP PLEASE
