Limite use of application(s)

How can I limit number of users of specific application(s)
when number of users of terminal server exceeds the number
of application licenses (eg. 50 terminal server users and
only 5 of them "is covered " by license. This is not the case
of floating license.... )

There is no build-in feature that does this, but there is a freeware
