Limit to nbr of blocked sites?

I've tried blocking several URLs using the Tools - Internet Options - Per
Site Privacy Options. I've deleted sites that we in the list for some reason
even tho' they were safe. No matter how many times I enter the URL, it does
NOT show as a blocked site. What next?
Also, the so-called pop-up blocker has absolutely no effect on these sites
which is one reason why I want them blocked.

Running WinXPPro SP2 with all current features, I mean, patches installed.
