Limit Access to Administrative Tools

With Windows XP any user can get access to Administrative
Tools through the Control Panel which is an option under
Other Places when opening My Computer.
How can you remove the Administrative Tools from the
Control Panel for the average user? (Still want it
available for the Domain Administrators and Local
Administrator)
Is it possible to remove Control Panel from the Other
Places when opening My Computer?

If you are using AD you can create a group policy and
disable those tools for users. You can also edit the
default policy to do so.
