I just bought a new system minus the operating system. I
plan to install my old EIDE hard drive onto a PCI
controller card (because the new board uses SATA). The
old drive has XP pro installed on it. Can I install XP
pro from my original disk onto my SATA drive without
buying a new licence?

Yes, if the OS was a retail purchase and not OEM.

Provided your copy of XP is a retail one and not an OEM one licensed
solely to the machine where first installed, just go ahead and install
it. When it comes to activation, make sure it has been removed from the
old machine (transferring the HD is doing that) and if it is more than
120 days since you last did it, you will find it will go through on the
net just like first time. If not, you will have to phone a toll-free
number that will be given, to explain and swap one long number for
another to check back as you type it in
