Is Outlook your default e-mail application?
Does the Outlook Contacts list have its e-mail address book property set?
If yes to both try removing the Outlook address book from Outlook and
re-adding it again. This will not delete your contacts list!

If you check Windows Control Panel > Internet Options > Programs > Email is
Outlook the selected application?
In Outlook (you haven't said which version, so I will assume 2003 which
covers most earlier versions also) select contacts view and in the left
Window right click Contacts and select Properties > Outlook Address book. Is
the check box checked?
If it is then Tools > E-mail accounts > View or change existing directories
or address books. Remove Outlook Address Book then add it back again to
reset the internal pointers.
Word 2007 has similar functionality.
