I am about to purchase a server, which I need to run Windows 2000 Server on
for some time. It will eventually be upgraded to Windows 2003 Server. Is it
legal for me to purchase Windows 2003 Server, Install Windows 2000 Server,
then upgrade to 2003 at a later date?

MS allows you to "downgrade" licenses and CALs. You can use Win 2k3 licenses
and Win 2k3 CALs with Win 2k or NT 4.0 and upgrade to Win 2k3 when you get
ready.

You can't use NT 4.0 or Win 2k licenses and CALs with Win 2k3.
