Left Vertical Ruler Invisible in Word 2003

Despite having checked the requisite box (Tools-->Options-->View) to display
the left vertical ruler in Print View, it's not there -- though,
tantalisingly, it does flicker into view for a second or two, but vanishes
when I get close to it with my cursor. Anyone have a clue about this out
there? I'm desperate to scale-down the vast size of the footer that appears
to have crept into my documents and, since fiddling with the ruler appears to
be the only way to do this, I am utterly stumped. Thanks so much for your
time and patience in advance.

Almost forgot... The vertical ruler is only visible in Print Layout view, not
in Normal view.

On the General tab of Tools | Options, clear the box for "Provide feedback
with animation."
