Here's what happens:
1. I try to boot up, and just at the point where DOS loads Win XP, my comp
freezes. This is the recurring issue I've been having no matter what I try.
2. I load the Win XP installation CD in the tray, but the comp freezes
before the CD will load; I successfully bypassed this by selecting my DVD-ROM
as the first bootup device, and the Win XP CD loaded and the setup process
successfully started.

3. The setup asks me to select a partition to use to install XP (I only have
1). My options are to select the partition, delete the partition, or create a
new partition. It states that the partition is either damaged, too full, not
formatted, or not formatted in a way compatible with windows' files. It asks
me which way for it to format the partition and my choices are either NTFS
file format or NTFS file format (quick). I tried the normal one first, and
the computer freezes; I let it run for like 15-20 min with absolutely no
movement on the progress bar before shutting down & rebooting. After
rebooting I went thru the same process with the NTFS (quick) option. The
progress bar jumps to 20%, hangs there for about 5-10 min, then completes,
and starts installing the Win XP files, and then tells me to remove all disks
and restarts in 15 sec or till i press ENTER. It restarts, and at the XP
loadup point, the screen goes black and nothing. Again I let it be for about
15-20 min before shutting down and restarting.

4. Again I run thru the XP setup, this time selecting to delete my existing
partition and create a new one in an attempt to erase any corrupt data and
start fresh. I do this, run thru the formatting process with the same results.

I'm pretty sure I dug myself deeper than I can handle, but I'm giving my
last hopes to any input or suggestions before I take the computer back to the
retailer I bought it from and have them perform maintenance on it. Thanks in
advance.

It sounds to me as though you have a defective hard drive. I've had this
similar situation where the drive seemed to be working, but once I tried a full
format/install nothing would work.
I would suggest downloading the diagnostics program for your brand of hard
drive and let it test the drive to see if it is indeed failing.

You need to get a free Seatools CD to test your hard drive, you will then
know one way or another.
Did your PC have Windows XP on it from new or are you trying to load it?
