laptop with two partitions: NTFS and FAT

Hi! I have a laptop whose hardware went south. The drive has two
partitions: one is a NTFS and the other is FAT. I've removed the hard
drive, connected it via a USB connection to my server. My goal is to copy
all files. The NTFS partition shows, but the FAT partition isn't seen.

I'm assuming I need to use the diskpart command tool, but I wanted to see if
anyone could offer any thoughts on this.

You probably need to assign a drive letter to the FAT partition.
Run diskmgmt.msc to do it.
